The only issue I had updating to Mojave was the Wacom Cintiq 21UX not working (it did not work in any app, not TVPaint, not ArtRage, not Photoshop, not Sketchbook), but that problem with the Cintiq 21UX was fixed by Connect My Tablet.

Follow the steps at our 10.15 driver guide here to resolve the issue. Until these settings are accepted, the tablet functions such as pen and touch will not work correctly. The settings will need to be adjusted to allow the app access to certain parts of the OS. TVPaint 11.5 is running as normal for me on Mojave.
